The UNO Aviation Institute and School of Public Administration have combined forces to offer a graduate degree program in aviation administration. Students interested in careers in airport management, aviation policy and regulation, and other aspects of aviation should consider the opportunities for advanced training through UNO’s fully accredited Master of Public Administration (MPA) program.

The MPA program is structured around core courses in public administration, as well as courses in public finance, policy design, implementation and evaluation, and personnel management. Students seeking a concentration in aviation administration receive additional training and instruction in aviation policy and regulation, airport administration, planning, development, and other aviation issues. This curriculum prepares graduates for the challenges of the dynamic world of modern aviation.

The 39 credit hour program consists of courses from both public administration and aviation curricula.

Beginning Core: (12 Credit Hours)

  • PA 8050, Survey of Public Administration
  • PA 8010, The Public Economy
  • PA 8090, Seminar in Organizational Theory
  • AVN 8120, Research Methods

Aviation Concentration Courses Required: (9 Credit Hours)

  • AVN 8020, Survey of Aviation Administration and Transportation Policy
  • AVN 8095, Airport Administration and Planning
  • AVN 8480, Seminar in Public Fiscal Administration OR AVN 8750, Aviation Fiscal Administration

Elective Courses: (9 Credit Hours)

Aviation students can choose from a variety of substantive and technical courses in aviation, public administration, civil engineering, and other disciplines. Students completing the capstone research seminar take two elective courses. Students choosing to take comprehensive exams at the end of their program will take three elective courses. Electives are chosen in consultation with the MPA-Aviation adviser.

Ending Core: (9 Credit Hours)

  • PA 8300, Policy Design and Implementation
  • PA 8440, Organizational Development OR PA 8530, Strategic Planning and Management
  • PA 8320, Program Evaluation OR PA 8450, Advanced Management Analysis.

Capstone Research and Comprehensive Examinations

The MPA program gives students the choice of sitting for comprehensive exams or taking a capstone research seminar (3 credit hours), in which they design, execute, and present research projects related to their substantive interests. Students should see the MPA Student Handbook for more information and consult with the MPA-Aviation adviser concerning this option.

The Aviation Institute will issue a recommendation that the Graduate Minor in Aviation Administration be noted on your transcript after completion of the required Aviation Specialization courses.
